I work with a large AutoCAD department, and no one has ever heard of doing the dimensions on paper space and the objects to dimension are on model space. Create a few different dimension styles with the scales you will commonly be using. Draw and dimension the objects in model space. Go to paper space and make a view port and zoom in on the object and dimension that you just did. Then do a zoom "1/#xp" where the # is the dimscale of the dimension scale you just were working with. It's very simple once you've done it a few times. You can have several view ports in one layout tab, and all of them can have different dimension scales.
